This is all too convoluted.  How can we tell that whatever was retrieved will ever see any light of day.  This may be nothing more than gathering up all the loose string evidence to make sure it is destroyed once and for all.  I'm pessimistic about all of this.

One of the surgeons has come out to say that he was alive post-op but was critical. He said that he had seen much worse and was very surprised to hear it when he expired. When he heard who he was, trauma surgeons don't often know their patient's name. He was horrified, as he truly believed he had every chance of living. The Chief of Police of DC went on a vacation within days of Rich's murder. This information is public. There is no reason not to give this information to anyone as it is a "closed case", but nobody will release it. So, not only did the DC POLICE REFUSE TO RELEASE INFORMATION, THE HOSPITAL HE WAS TREATED AT IS NOT TELLING THE TRUTH EITHER.

Sorry! I couldn't see my post, so I doubled it! I'm a surgical nurse, and I know that if a patient dies 24 hours after surgery there is a compulsory pathology review to see if the surgeon had made a fatal mistake. Gee! I wonder why they didn't do the pathology exam this time?

NYPD has lead Law Enforcement Authority since they initiated the investigation and can go into another State with the assistance of the FBI. The Constitution allows this when involvement of Criminal Activity and Criminal Investigations. Any Felony committed in one State and another allows joint investigative authority to both State and Local or Local, State, and Federal.
