Stage 3 cell can be determined by the following:

1.) Bubbles coming off neutral plates on both sides of the tubes, equally.
2.) Water gets thicker on the surface.
3.) Bubbles stay on the surface instead of immediately dissipating.
4.) Bubbles remain on surface for 24 hours after cell is shut off.
5.) Static pulses of electricity cause the cell to "go digital." Bubbles pop almost as fast as new bubbles are created, forming a pulsing effect.
6.) Resting voltage of 1.0 volts across the cell after 24 hours of being powered off.
7.) No electrolyte in the water, no chemicals, soaps or additives.
