    這叫系統性災難，在雨季來臨大範圍降雨的時候所引起的連鎖反應。 千川萬壩在中國可不是形容詞，迄今中國建了95500座水庫，同一條河川上下游水庫數量可達十座以上，當年是為了蓄水發電，但越建越多，暴雨來臨時中下游水庫除了要排洩自身水庫集水區的水量，還要承受上游洩洪，一旦大區域暴雨來臨，除了無預警拚死洩洪，犧牲洪氾區民眾，別無他法。
