    The question was Do states have to abide by federal law passed by Congress? Answer: Yes, they do. Federal laws apply to all states. Can states ignore laws passed by Congress? Answer: Therefore, the power to make final decisions about the constitutionality of federal laws lies with the federal courts, not the states, and the states do not have the power to nullify federal laws. So does this means that the states are obligated to follow laws, enforce the laws passed by Congress? What happens if a state refuses to follow federal law? Answer: In the U.S., federal law trumps state law. The supremacy of federal law is long-established. However, there is a bit of a twist: While a state cannot impede the enforcement of an unlawful executive order that goes against federal law, it can refuse to help enforce the unlawful executive orders. So by States being able to refuse unlawful executive orders, it implies, that states can enforce federal laws. So now lets look at the federal law passed by Congress and signed into law by the President concerning illegal immigration. Which the States can enforce. America's 31st President from 1929 to 1933, Herbert Hoover. Congress passed the Blease's law, and President Herbert Hoover signed it into law in 1929. A Republican-controlled Congress passed the Blease's bill in 1929. A Republican president, Herbert Hoover, signed it into law. The Blease's law is very simple. Any illegal caught crossing the border into the U.S. the first time commits a misdemeanor, may also pay a fine, and is sent back across the border. And any illegal who crosses the border the second time into the U.S. commits a felony, may also pay a fine, and goes to jail. After time served, that person is sent back across the border. The Blease's law is still the current Federal law concerning U.S. immigration. In order to change this law or make any changes to this law as it stands will require an amendment in Congress. Meaning that Congress would have to vote on the amendment, and it must pass both in the House and Senate. Then the recent President of the United States would have to sign the Amendment into law in order to change the immigration law of the Land. To date, no amendment has been made or passed of by Congress. Amazing how democrates in Congress act like The Blease's law doesn't even exist.
