Mayor Chow urges people to be careful amid Toronto flooding

Multiple power outages have been reported across Toronto as a severe storm brought widespread flooding and heavy rain to the region. Speaking on Tuesday afternoon, Mayor Olivia Chow said the city is "massively investing in the state of repair so that there is less flooding going forward."
