He was spotted on the roof 20 minutes before the shooting. How is this not a setup?

So he did not get on the building undetected, by this report he was seen before the speaker was on the stage. The question is not how did the shooter get on the roof, the question is why was the speaker allowed on stage with the shooter on the roof and if the Secret Service had knowledge/eye on the shooter, why was the shooter allowed to fire the weapon before the counter sniper took action????

So there's a suspicious person with a rangefinder. Officers tried to speak to him but he disappears in the crowd. Then a suspicious person appears on the roof. He stays up there for 20 minutes. 20 minutes! Why was there no action when the first suspicious person report was announced? Someone has some serious explaining to do.

Even if it was 20 minutes before it happened and Secret Service noticed something was wrong, then something went completely wrong for Secret Service to not stop this guy somehow someway. Even rally goers knew something was wrong before it happened. Shame…
