U.S. releases video of close call with China in the Taiwan Strait

In a video released by the Defense Department, a Chinese warship nearly collides with an American destroyer, coming within 150 yards of the vessel. NBC News’ Janis Mackey Frayer has details on the response from Defense Secretary Lloyd Austin and China’s Minister of Defense.

    Rule 15 Rules of the road at sea. Crossing situation. When two power-driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her starboard side shall keep out of the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.

    I still don't understand how can war ships loaded with high tech weapons, missiles and guns, sailing as close as 60 miles to the other country's shore and said they have a right to do that. They said it's international water, but why do they carry weapons to go there.... going fishing?
