For digital circuits without connection issues, low voltage and high heat can make things less reliable. Those 2 conditions increase the latency of the circuits. Then you may not get proper timing closure since things will take longer to stabilize (fully propagate) than the clock rate allows. In this case, I think you could have recapped the old PSU, maybe change any potentiometer that's on the board, and adjust if needed. Speaking of recapping, change any "RIFA" too. That's a safety capacitor that is supposedly guaranteed to fail open (though they sometimes catch fire too) since it connects to the AC. Those are the most common parts to fail. If they still don't work, then you're looking at semiconductors. I think transformer problems and lifted traces are rather uncommon, though if you have one that is allegedly "hit by lightning," (or connected to a 120V outlet that's really sending 240V) then all bets are off the table.
