I love Bellion and the shadow but they aren't stronger than the monarchs and rulers. The closest to them is Bellion but he isn't stronger. He needed berus help to take out the weakest monarch. Also beru and igris are equal in power hence their rank being the same. It's also stated in the novel although I'd say beru has more abilities but igris is the more skilled out of all the shadows. He also has the rulers authority as well which is an ability only wielded by the rulers. That's the ability Jin woo uses as telekinesis and to fly. You're also forgetting the absolute being who created the monarchs and rulers. He had to be jumped by all the rulers to die and he didn't even move from his throne when he fought the other rulers. He did lose but he never tried to fight back seriously.
