So the 2nd stage should have a large enough cargo bay to drop what you are considering a 3rd stage, also there will be a 2nd stage option that has no landing capabilities and is basically the max weight the 1st stage can put into orbit with the biggest heaviest empty tank, then reuasable 2nd stages will dock and fuel up the stage that cant land with the big tanks, and thats your now very high Dv rocket that can put a fairly large payload anywhere on solar system. The real problem with starship in my mind is the reusability of the 2nd stage, re entry is just too tough in my mind for reliable reuse. 1st stage reuse all day. 2nd stage.. ehh. But. Having basically a vtol shuttle as a second stage is an awesome idea if they can get it to work.

I don't believe Starship will ever leave Earth's orbit. 15+ launches to refuel one ship is never going to happen. That's 15+ launches in a very short amount of time. Just imagine the number of horizontal tanks needed. Just won't happen.
