Actually, that was addressed in the movie itself. Maui at some point says: "If the ocean's so smart, why didn't it just take the heart back to Te Fiti itself? Or bring me my hook? The ocean's straight up kooky-dooks". Yep, that's it. The ocean is kooky-dooks. That explains it.

🤣 A love story between Becky and Hey Hey is something I probably never would have thought of but they are absolutely perfect for each other! I also like HISHE videos like this one that show how the most practical solutions are not necessarily the ones that are the most beneficial for the characters!
