The most annoying brawler for me would have to be Frank, its a no skill brawler that is way too OP and while it was fun for a while it got really annoying to see Frank destroying everything the worst part is that he requires basically no skill and in my opinion its very unhealthy for the game

In my opinion Tick is not the most annoying brawler in the game, not even most annoying thrower (because of dynamike and Berry) he has low health, his attack is worse than Berry's in terms of control and he doesn't even deal that much damage + he is not being used that much (compared to dynamike)
