Defensive foul. Offensive players are protected from a false start if the defender in front or directly next to them (in a gap) move first.

I am not a Ref but love these videos. My take initially was that this is an offensive foul. However, I wish there was sound but I feel by looking at the 20-24 second mark that the Defensive player steps forwarded and it appears that he may have said something by the way you see body movement with his arm and head movement thus simulating the snap. Defensive Dead ball foul.
