    I think this is a great endeavor. I hope it works. In the last year they had a huge amount of rain that was lost to evaporation and flooding. They had an ephemeral regreening but more could have been done. They could have saved a lot of the water through earthworks from onsite materials accompanied with strategic reseeding. Think accompanying it with above-ground, rainwater harvesting directly to the soil is a good way to build their resiliency. This will recharge the watertable and to add appropriate regreening and biome-appropriate (meaning especially plants that are water frugal, heat-resistant and tolerant of poor sandy soils), food-producing perennials, vines, trees and shrubs. If they can build real water resiliency, they can build firther build political stability as well...
