Flip the Dragons and the Unagi and I agree. The Unagi is basically the serpent with and extra power and the Dragons being able to fly and not wing confined to water makes them more capable.

Will you rank the relationships based on how good they are in combat?

its funny, I was just thinking that its strange that water is the only element that doesn't have an animal able to bend it naturally, and then you mentioned the Unagi. I would like to think that the Unagi is a waterbender for the sake of symmetry. seems odd that both fire and water draw their power from celestial objects in the sun and moon, but firebenders are the only ones that have an animal master. Including the Unagi actually creates an interesting contrast. Firebenders draw power from the sun but were taught by the dragons; Waterbenders draw power from the moon and learned to bend water by observing the tides. Meanwhile, the master waterbending animal is an unknowable leviathan from the deep. Perhaps its not a coincidence that the only one ever encountered shows up at a location where the avatar split a continent and pushed a massive chunk of land out into the sea.

I would add another two tiers and put the Lion Turtle by itself (since it’s basically just a god) then have the dragons and the serpents right below it, then let Appa and the Shirshew have a tier to themselves while moving down the moose lion and the porcupine pig thing (forgot all the names as I was typing, but you get the idea) anything that can fly is OP and Appa being the smartest animal on this list besides the lion turtles gives him a huge advantage.

Fun Fact, Lion Turtles are Older than Raava and Vaatu and both of those Kites are as Old as Time

For non bending human the Badger moles and the shirshoo are two animals not to piss off. The badger moles as earthbender can simply move the ground making the landscape work against you. Its hard to fight that.

What about the giant desert shark in Korra, or was that a spirit?

Ostrich horse has some combat, did you forget the elite Ostrich horse mounts when Aang went to that crazy earth bender who wanted Aang to win the war by entering the avatar state. I'd probably put them either in the Trouble or near the Brute status.

Okay, and now we need a tier list that ranks all characters by their power/strength. Maybe also including characters from the comics and the card game.

I don't know about ranking the lionturtes as animals, they are more like spirit-god tier creatures.
