Canonically speaking, Sage is the heir. She is the only one that Robotnik recognizes as his daughter. Metal is merely his most advanced tool.

The fact that Cubot and Orbot thought they could just walk-in, put on Eggman’s spare mustache’s and take over was hilarious. Over all this was a rare non life threatening wholesome Sonic animation.

To be fair, shooting at somebody other than Sonic does have a much greater probability of hitting Sonic. He may be an arrogant little shit, but he always puts the safety of his friends above his own.
