This issue is caused by low polling rate USB Mouse like 124hz you can check your polling rate at online site like Mouse Rate Checker, this issue should be visible with vsync on or off and is not caused by vsync but can be more noticable when vsync is turned on

I have micro stuttering in all games with diferent computers , my Pc since I bought 6 months ago , my old Pc and my laptop. I don't know what to do anymore , I formatted 16 times with diferent windows copies 7, 8.1 , 10 . I did a lot of different tips I saw on google,including different mouse settings , but it happens even whem I move only with keyboard. my FPS is good but I can't enjoy any game, the panning moviment ,the choppiness get my eyes tired easily . It'a looks like a curse , I am damned

I have the same issue. Did you ever fix this? It's happening for me on both a HD 7950 and R7 260X both with stock clocks and a fresh Windows install.
