    Let me help, FL has a lot of low areas and used to mostly swamp. When you build on a former swap and then you building up around the swap the water has not place to go. .

    1 canal for this area! That's it! When I lived in Naples, every street had their own canal for drainage.

    No storm drains no place for the water to go. We live in an old area with storm drains we never flood we even got 30 inches of rain one trop storm and the streets were dry.
