Actually, there's no royal bloodline on Naboo, the monarch is elected. They have terms in office and can only be elected for two terms, so it's pretty much in no way a monarchy at all. The only difference is the Naboo have a tradition of electing teenage girls as Queen for some stupid reason, otherwise she's just a regular elected leader. When Padme's term ran out, she was made the Senator from Naboo by the Queen who came after her.

First time I saw this with my dad (on DVD), we skipped through every single Padme/ Anakin romance scene because they were so embarrassingly written they made our skin crawl
