Yes, people in Minnesota can apply for a driver's license regardless of their immigration status, including undocumented immigrants, under the Driver's Licenses for All law. The law, signed by Governor Tim Walz in March 2023, went into effect on October 1, 2023. It removes the requirement for applicants to prove legal residence in the United States
