Actually, you can get npcs out of Education Edition. There's a hidden command for their spawn egg but its only in bedrock I think

0:33 Issue here, you drop on different spots. The pillow upper half is where the mob is “standing” when asleep. In the java portion you drop it on the lower half, but on the upper half for bedrock.

They didn’t add the blue villager cause he was supposed to be a police villager to keep up the law but Mojang/Notch didn’t want any laws in Minecraft so they scrapped it
