Residents say they pay a lot of taxes but the city doesn't spend money to clean the sidewalks

Today is a very hot day, almost 40 degrees, we are going to clean grass and trash at an intersection, next to rich households in a city of my country, if the city does not hire people to clean the sidewalk, the neighbors can spend some time to clean the area near where they live. But they do nothing, they also dump trash on the sidewalk and live near a landfill and a forest. While sitting and resting and drinking water, a resident asked and they said that this sidewalk has not been cleaned for more than 7 years, the grass will dry up in the dry season and grow again in the rainy season. Although the residents pay a lot of taxes, the city government has never cleaned the sidewalk here. Households from other places bring trash here to dump and the neighbors say but they still dump at night. There is no punishment from the city for those who dump trash. The residents have sent a petition to the city but there is no answer. Gradually, they have to live with the landfill near their home. If there is a lot of trash, they will burn it. We advise them to put up signs prohibiting dumping and not burning inorganic trash because it will pollute the environment. Then they leave without saying thank you. We continue to fight the dusty sidewalks and hot sun, almost exhausted but still trying to finish before dark.
As usual, we cleared the grass, sorted inorganic waste into trash cans, then dumped the grass and organic waste into the wasteland to let them decompose. I don't put grass in the trash because it will overload and cause difficulties for trash collectors. We can only contribute a small part to help the community. My wish is to soon save enough money to buy more tools and machines that can help work faster, to clean more places.

In Japan, in urban areas, the government does a lot of the work, but in rural areas, even mowing is done by local residents. Under the jurisdiction of the local government. There are even fines for not participating.
