Sorry, but being a "third generation San Franciscan" entitles one to exactly nothing. If you can't afford the "$3000 rent" for the apartment you had, then you need to take responsibility and move to a less expensive area where you can at least pay the fees to park your RV in an RV lot with appropriate utilities and sanitary facilities. RVs on the street are a public health hazard - among other things. As others have pointed out, its not "Joyce's road." Its a PUBLIC road.

How hard is it to create an RV park with hookups? I've been in my RV at places thar are pretty much a parking lot. I could do it for 2pi less the cost the government could. Be better for those folk too.
