If you read the more recent story arc called Death of the Family which was in all the Bat Family comics it brought to light a lot of interesting thoughts about this subject

Despite Removing the Joker thus causing said Power Struggle is a HUGE possible outcome (Note: Arkham Knight's plot) BUT despite that, knowing Batman or anyone else in the bat-family, they'll most likely solve this problem eventually compared to the whole recurring Joker problem. Removing a problem that is more difficult over the problem that can be more easily solved. Hope that makes any sense.
