My guess is that they have a loop something like "every x++ unit of time, particle texture = ("Spark"+x)" and the miscoloured pixel was meant to let them keep track of it while debugging and they just forgot to make the textures the same again after it was done

There's a lot of weirdness you find when you're a resource pack maker. For example, there are two snowy grass texture files, called grass_block_snow and grass_side_snowed the difference is that the former is smoother than other dirt blocks. Also, bamboo planks and bamboo logs rotated horizontally, uses the same texture except for 3 or 4 stray pixels
