I built an almost entirely new computer and I still suffer the same issue. The only thing that is not brand new is my SSD and my video card but the issue occurs on both of the two video cards I have (and my integrated Intel graphics as well) so I doubt that's the issue.

I have the exact same issue and have been trying to troubleshoot it for weeks. Did you ever find a solution to this that isn't some impractical band-aid method like limiting the framerate with a soft cap?

Just to clarify once more, you no longer have this issue at all, do you? I'm still suffering from it and cannot figure it out for the life of me. What hardware and software have you changed since the issue was present?
