The "Tenth Torch" move is related to the MHA movie ( I forgot which one), where Deku gives Bakugo One for All to help defeat an enemy. Deku gave Bakugo some of his DNA through blood, hence the hand touch. Unfortunately, Bakugo doesn't get to keep One for All because they couldn't complete the transfer. Deku did keep One for All though.
