Then Black Noir is the real main antagonist of The Boys since he instigated the assault of Becca Butcher triggering Billy Butcher hatred on all supes.

If I remember correctly Homelander initially wasn't too bad of a person, he was incompetent, didn't pay attention, and didn't think a head, so he caused collateral damage, but there wasn't malice behind those actions, as an example: During the 9/11 incident he ends up killing another super on his team by accident because the guy in holding on to him since he can't fly and Homelander tries to stop one of the planes by flying through it, the guy who was holding on wasn't durable enough so that action resulted in his death. Homelander started going off the deep end thanks to Noir, because Homelander couldn't reconcile what he was seeing in the video tapes and pictures, so he comes to the conclusion he had to have actually done those things since he didn't know he had a clone, and as a result he was under the assumption he had episodes were he blacked out and these things would happen. Due to believing he was already doing these horrible actions he began actually doing horrible actions and developed into the person we know him as. It's why during his final encounter when Noir when he realizes Noir was the one that did everything in those pictures and videos he snaps and essentially says "The only reason I did those things was I thought I was already doing them, you ruined my life!" before attacking.
