You don't need DLSS on because it adds latency + rust is such a CPU heavy game that DLSS will do almost nothing UNLESS you're heavily gpu bottlenecked

Rust is cpu and ram based game, settings barely add or decrease your fps by 20 . id recommend MINIMUM 16gb or ram if possible more and new gen cpu, very used one by alot of streamers are amd cpus with 3D cache because of their single core performance.

TLDR: don't bother changing any settings, rust is full of cheaters and it doesn't matter what you do.
