Okay but to throw a wrench in the argument. I believe Kirby wouldn't jaywalk on purpose, but considering he grew up in a world without cars and roads plus his childlike naivety and innocence, I don't think Kirby can grasp the concept of jaywalking let alone the meaning of those street lights and would thus commit the offense unwittingly, because Kirby does just what Kirby does.
