There are 17 occurrences. Once you went through all the non-Ruan Mei ones (two of them need to select specific options), you will be guaranteed the double Ruan Mei occurrences.

If you have Ruan Mei on your team, you can get all rewards for both events. Pretty nuts if I may say. Also, if you want to guarantee Ruan Mei early, only get the cosmic fragments for cheating code I

I also got Ruan Mei occurrence twice (part 1 & 2) in reward and occurrence (select) domain and had Ruan Mei in active party obtained all rewards.

You can't say 100% rate guide when you actually messed up by taking the third option on cheat code (I), always take the first and if you meet the drink one, just take the sugar then the 2nd option.
