He needed a response in the form of writing so that he'd have a receipt, otherwise, it would be a "he said, she said" scenario if it ever needed to be brought up. Anai is just a control freak who wishes to guarantee his job security, financial stability, and his lifestyle while not getting screwed over; a guy who's at war with life and takes no chances. All the while, he doesn't want to do anything he doesn't need to. He doesn't care about his job; he probably doesn't even want to be there. He just has to be somewhere in order to make a living.
