Maybe try arresting the criminals instead of giving them hotel rooms and prepaid cards. It's not hard to figure out who did it, don't even pretend like it's a mystery. Americans don't ride double on scooters.

An incident just happened in Miami where a guy in one of these scooters pulled a gun out on the freeway. The tag was fake and the scooter unregistered. The man had no ID. Seemed like a cartel hit out of Mexico.
