Kisoro district leaders fear an increase in the crime rate and security being overwhelmed by the huge number of refugees from the Democratic Republic of Congo coming into the country as fighting between Congolese government forces and M23 rebels continues. Both local leaders and UNHCR officials are trying to convince the refugees to be moved from the Nyakabande transit centre to Nakivale refugee settlement.
