Scar's other form is almost certainly meant to be a ram, as in a male black sheep, like the Qichi village story. Very something that Encore has similar horn designs during her ult and little sheep puppets. In regard to Jinhsi and Jue, we still don't know a lot, but I have some doubts about Jue being the only sentinel, since it's very involved with Jinzhou, but Jinzhou is only a border city. The capital is mentioned several times, so I feel like there might be another Sentinel there. Also, just a note, but the Magistrate is somewhat separate from the sentinel. We're told that there were multiple magistrates who were not appointed by Jue. They were presumably chosen by other means. It seems to be a general political office.
