The above video is about a new Check and Balance to counter vicious political lies that have become an existential threat to democracies around the world. I suggest that the best proving ground for such a law would be in the hall of the House of Representatives, Congressman challenging fellow Congressman to a duel in Federal Court where each risks a substantial term in prison, for perjury certifying particular contested statement.
