When Ando discovers his new powers, he's determined to use them to bring Hiro back to the present.

From Heroes Season 3 Episode 13, “Dual”: In the aftermath of the showdown against their father, the Peter Petrelli (Milo Ventimiglia) battles against his brother, as Nathan makes a move that will have global repercussions. Sylar (Zachary Quinto) holds Claire Bennet (Hayden Panettiere), HRG, Meredith and Angela hostage at Primatech and a face-off ensues. Ando, Matt and Daphne continue their attempts rescue Hiro (Masi Oka), and Dr Suresh may be their only hope.

Ando doesn't know the first thing about super serums it can be randomized and only the qualities of the person could be amplified or if it's a hereditary thing
