31623 is the most xp obtained in survival. you also might want to note that the maximum level of XP that players can get legitimately is 238,609,312, and at this level the experience bar disappears, because reaching the next level would require more XP than the 32-bit integer limit.

It would actually be around a 44% chance of getting at least one of the shards from a well, not 50%. To calculate, instead of adding the two chances of 25%, the probability of getting no shard twice, .75*.75, can be subtracted from 1.
