Toe Toe is native to New Zealand - while similar to the South American Pampas it is also significantly different and stronger. Pampas flower heads are upright and bushy where as Toe Toe droop and are silky soft. Easiest way to tell them apart is at the base where the leaves have died: Pampas curls where as Toe Toe stay straight.
